In cooperation with Det Norske Veritas (DNV) the NOx Fund has made a form to be filled in by participating enterprises that have been granted support to NOx reducing measures. The purpose of this self declaration form is to report the effect of the measures. The information will be used both as basis for payment of support from the NOx Fund, and as basis for the Fund’s report to the government on the effect that the measures have on the overall NOx emissions.
By filling in the form as thoroughly and conscientiously as possible this will help cut back on processing time. In the event that supplementary information must be collected, this may lead to delays, both with regard to delayed payment of support and delays in the reporting to the government.
Due date for submissions
The enterprise is obligated to verify the implementation of their measure and the measure’s NOx reducing effect (by submitting of self-declaration form) as soon as possible. In cases where the enterprise significantly violates its obligation to submit the self-declaration form, the promised support will not be granted. Significant violation occurs if the self-declaration form and all its relevant attached documentation are not received by the NOx Fund within 12 months at the latest after the installation is implemented and set in operation.
Supplementing insufficient documentation (if any)
Enterprises that have sent documentation with the application are requested to submit supplementary information if any new information has emerged after the application was submitted. Many enterprises have received a photo of the implemented measure, and may with advantage submit this to the Fund as documentation.
SCR, EGR and HAM systems
For direct NOx reducing systems with a somewhat limited full scale operating experience (SCR, EGR and HAM systems) the measure’s effect over a minimum period of three months’ regular operation shall be calculated before the full amount granted in support is paid. This is a procedure supported by the government. The reason for this is to register any operational variations during normal full-scale operating conditions.
For SCR, EGR and HAM systems up to 50 % of the support will be paid after implementation depending on the scale of the operation, and the remaining support, up to 50 % is paid out after three months’ continuous regular operation. Following an agreement with the NOx Fund, the following three-month-period may also be reported if this will give a more representative picture of the vessel’s normal operating situation.
In addition to the ordinary self-declaration form to be sent in after the measure has been implemented, an additional form for SCR systems or EGR/HAM systems shall be submitted after a minimum period of three months of regular operation.
Verification of reduced emission resulting from other measures
We do not have similar problem with self-declaration for other types of measures, such as technical rebuilding of engines or transition to gas, and hence support is paid out in accordance with the measured result immediately after installation.
Quality assurance and payment
After DNV has quality assured the information, to ensure that the reduction in NOx emissions and the expenses after the implementation has been adequately documented, the NOx Fund will send a letter to the enterprise with the data which the allocation of support will be based on, as well as other key information related to the payment of support.
The enterprise, as represented with the general manager (or similar) who has the right to sign on behalf of the company, will be asked to confirm the information by signing the document which is then to be returned to the NOx Fund. This document is the basis for the payment of support from the NOx Fund. In this way the acceptance of the result as well as all the necessary information needed to pay the support is ensured. It is also a safety measure against payment errors.
